Approach to develop mobile application for Windows RT8.1 tablets?

We are in plans to develop an Application to a client for Windows RT 8.1 tablets, considering the following factors what could be the best approach to follow?

1. only targeted for Windows RT 8.1 tablets
2. Online and offline capabilities
3. best performance and look and feel

I personally would prefer ODATA Native application development for Windows tablet considering the future updates for the application and MBO being depricated in future.

• Is this a right approach to be considered?
• Since Odata services are involved , i would prefer SUP on cloud then how to deal with Online and offline capabilities of application.

          (Constructing the same in other words, how to achieve Online /Offline capabilities with Odata?)

Please correct me if i am wrong.
